Changing Fogs to High Beams?

I'm buying a 2010 chevy camaro and was wanting best possible lights and was wondering... ok here goes im going to put in hid head lights but since they are mainly straight light i want to take the fog lights out and install high beams in there place the would be pointed lower so no hazard to other driver but my question is can i do it and how?
